UnionPay Members and Partners: Due to the outbreak of 2019-nCov, the Cardholders’ and Merchants’ normal business activities in the affected areas have been greatly impacted. In order to support our members to provide better services to the Cardholders and Merchants and to ensure normal Dispute Resolution processing, UPI encourages our members to comply with the following instructions in dealing with disputes related to the Cardholders and Merchants affected by the above event. Inquiry and Retriev al Request The Merchants directly affected by the above event may fulfill Inquiry and Retrie val Requests beyond the specified timeframe. The Issuers should be able to accept the late response and fulfillment. Chargeback The Issuers directly affected by above event may initiate their Chargebacks beyond the specified timeframe. The Acquirers should not file an Arbitration case based on the Issuers’ late Chargebacks resulted from the above event. UPI hopes that our members could resolve the disputes related to the above event through friendly negotiation and mutual assistance. Should a member have any inquiries about dispute resolution, please contact UPI Dispute Team for assistance. UPI will fully consider the impacts of the above event when reviewing all the related Arbitration cases to ensure a fair ruling.
